Sorry, missed your comment that’s nearly a year old. Thank you for the additional information. Yes, content is king but the design needs to be there too. One, it needs to be easily ‘navigable’ or ‘usable’ and it also needs to be setup in a way that it can be crawled by the search engines. Flash and so forth is terrible for SEO

Thanks – we’ve re-designed a few sites and learned over the years that these were things to keep in mind. Ignoring these points usually results in some pretty time consuming (…and expensive) delays.

In the end, it all depends on whether Google trusts your site or now (…at least that’s our experience). If they do, then cloaking is no big deal. If they’re unfamiliar with your site or don’t trust it, then a penalty is likely in the offing
